Sara Anjargolian, Esq. is a Governance and Organizational Reform Advisor and licensed California attorney with over than two decades of experience guiding public-sector, intergovernmental, and mission-driven institutions through organizational transformation.

Her background includes service as a Trial Attorney with the U.S. Department of Justice and as a Deputy City Attorney and Policy Advisor with the Office of the Los Angeles City Attorney. She later held senior leadership roles within the Prime Minister’s Office of the Republic of Armenia, as Chief of Staff to the Office of the High Commissioner for Diaspora Affairs, and also served as Senior Advisor to the Minister of Health of the Republic of Armenia, advising on institutional reform and administrative modernization.

She also co-founded and served as CEO of Impact Hub Yerevan, building and leading a multi-stakeholder institution with complex governance and funding structures. In addition to her executive and advisory roles, Sara has served on numerous international boards and continues to advise and support cross-border initiatives focused on governance, institutional development, and civic engagement. She has advised United Nations (IOM) initiatives, European Union–supported reform programs, higher education institutions, and global nonprofit organizations. Her work integrates legal rigor, disciplined operational strategy, and thoughtful change management to support effective institutional reform.
